From Amazing Spider-Man #282 (1986)
Having battled The Sinister Syndicate the night before, The Amazing Spider-Man is suffering from a nearly broken arm, a severe concussion and is on the verge of passing out. While swinging through the city in an attempt to clear his head, he is confronted by X-Factor.
Founded by former X-Men, X-Factor publicly posed as humans who claimed to capture dangerous mutants; in truth, they rescued young mutants to protect and train them. X-Factor hired Cameron Hodge to handle public relations, unaware his bigotry would lead him to generate media hype against the “mutant menace”.
X-Factor was hired by our good buddy Jolly Jonah Jameson for $50,000 in yet another attempt to rid New York City of the wall crawler.
